Summary of Recovery Act Resources

Recovery Accountability and Transparency Board Web Site

The Recovery Accountability and Transparency Board was created by the American Recovery and Reinvestment Act (ARRA) to coordinate and conduct oversight of funds distributed under this law in order to prevent fraud, waste, and abuse. This Board manages the main Recovery Web site associated with all ARRA spending. The purpose of the site is to foster greater accountability and transparency in the use of the funding and as such, it contains information on the entire gamut of ARRA spending. Users can view investments by category (e.g., energy) or by agency (e.g. EPA). This site also contains links to the offices that are managing ARRA funds in all 50 states.

Department of Energy ARRA Clearinghouse

The Department of Energy (DOE) created the ARRA Clearinghouse to help increase the availability of information about their activities. It will provide initial consultations, and also make referrals when appropriate to other information sources (Web sites, documents, DOE staff, etc). Visit the Clearinghouse Website or call the phone hotline, available at 1-888-DOE-RCVY (1-888-363-7289). The Clearinghouse includes information about funding opportunities and employment and training available as a result of ARRA, as well as providing details about transparency in DOE use of funds.

Rapid Deployment Energy Efficiency Toolkit

With support from the National Action Plan for Energy Efficiency (NAPEE), EPA and DOE have created the Rapid Deployment Energy Efficiency (RDEE) Toolkit. The Toolkit provides detailed program design and implementation guides for 10 energy efficiency programs that may be of interest to recipients of ARRA funds. The Toolkit focuses on programs that have extensive, proven field experience, along with documentation on program design, program cost, and results. These programs include many of those implemented by CEE members, such as:

  • Residential Efficient Heating and Cooling
  • Residential Energy Audit and Direct Installation
  • Non-Residential On-Site Energy Manager

Tracking Recovery Act Funding Opportunity Announcements

Federal agencies are required to provide information on the funding notifications made for all award types and to make this information publicly available:

First time applicants must register before submitting applications. It is recommended to register early in order to be ready when opportunities are announced (process can take three days to two weeks) and to read registration instructions carefully. For grants administered by states or local governments, apply directly to state energy office or local government entity; go to the Recovery Web site to identify links to your state energy office.
